Do you have full internet access with Kindle Paperwhite and 3G models?

I think this answers your questions (from the Paperwhite 3G Product page)

WebKit-Based Browser
Kindle Paperwhite 3G's experimental web browser is based on WebKit. It's easy to find the information you're looking for right from your Kindle Paperwhite 3G. Kindle Paperwhite 3G enables you to connect to the Kindle Store and access Wikipedia - all over 3G or Wi-Fi. Experimental web browsing on other websites is only available over Wi-Fi.

So 3G use is limited to the Kindle Store and Wikipedia. If you have wi fi access, it doesn't seem like you would need to spend more for the 3G model.

Either way, set up the parental controls so he can't go to the web. He probably will not want to do much surfing with the eink Kindles. They are in black & white and very slow for web access.

When you say "games"...

If you're talking GAMES, like "Omigosh, Temple Run is so FUN!", then you'll need the Fire. Which he can also read on. But it's a multimedia consumption device meant for Apps, Music, Web, Movies, AND Books.

If you just want him to read, the Basic Kindle is a fine little device. There are a number of very basic black&white "Hangman" and Word Search type games for that, but nothing "cool".

Depends on what you're wanting.
