You paid for an ad-supported Kindle. That's why you're getting the ads. If you want to remove them, you need to pay the difference between the ad-supported price and the regular unsubsidized price.

You purchased a Kindle Touch with special offers. It is stated clearly in the product details when you purchased the Kindle. In order to not have ads, you would have to pay the difference to remove them.
