Scroll a little and it tells you how it works. Lending to others is a whole other thing that has nothing to do with Prime or the Kindle Owners Lending Library.

There are 3 kinds (that I can think of) of lending/borrowing.

You can borrow from your public Library.
You can loan/borrow between other Kindle owners (some restrictions apply).
Prime members can borrow through the KOLL.
