When was the release date? If it was very recent, then it's unlikely it's a refurb.
Was it a warranty replacement? If not, then it's new.

Kris - It would be illegal for Amazon to sell you a refurbished or used Kindle Fire HDX as new. They made millions of these devices. I'm sure you received a new one, which is what you ordered. Returned units are refurbished and kept for warranty replacements.

If you paid for a new one you got a new one. For as new as these units are I doubt very much there are any refurbished units available yet. Amazon just estimates the delivery dates. A lot of times new shipments come in early or some people cancel their orders which free up some units.

The release date of the HDX 7" was October 18th. Really, unless you received the HDX as a warranty replacement, you were sent a new unit. I don't get packing slips in about half of may Amazon orders, and I get a few orders a week.

No need to include an invoice since you paid in advance and your order detail is readily available on-line.

If you order from Amazon regularly, you'll get used to this.

Returns are very simple and all done on-line, so there isn't a big reason to kill lots of trees and include papers that aren't necessary.

Kindle has a great reputation for delivering high quality products, and providing great Customer Service when needed. They would not endanger those reputations for the sake of suckering you out of a few extra bucks by delivering used / refurbed items as if new. Maybe you are thinking of someone else...like Barnes & Noble...or Ford Motors.
