Can I transfer my prime from my old kindle to my new kindle HD? Also, can I transfer all of my books and games to the new kindle HD?

Original kindle Fire to Kindle Fire HD

You need to register your new Kindle Fire HD to the account to which your old Kindle Fire is registered. Your content will be in your Cloud ready to download. Prime is part of your account, so as long as you register the new Fire to the correct account, you'll be all set.

Will I still be able to use my old kindle, even thou I have my new one registered under the old one? I am giving it to my sister who doesn't have internet. Will she still be able to play the
games on it that are already on it and will she be able to put any new games one it?

It will still be usable as long as it's still registered to your account (you can have lots of different devices registered at the same time). If you leave it like that - she'll be able to access anything on your account, and also have the ability to buy books and apps on your account.

If you don't want that to happen, she'll have to have her own account and get the games and books she wants herself. Also, I think some games might need the internet to work - but I can't be absolute sure about that since I only have a KK and not a Fire.

You can have an unlimited number of Kindles and Kindle apps registered to an account. You can usually only have a book downloaded onto six devices simultaneously, however.

To buy new content and download it, she'll need to go to a free hotspot like McDonald's, Starbucks, public libraries, etc. She'll also need to connect periodically to verify the licenses of the downloaded apps.

Yes, some games will work without internet. I don't have oodles of games but the ones that I have all work offline - hangman, blendoku, guess the code, lineup, 7 little words.

You can easily set up an account for her with her own email address and so forth. If you keep her on your account, she'll have access to your books and apps and even your cloud storage. Of course, you could change your password, but still. If it were me, I'd re-register the device - wipe it clean before handing it down.

Then, you could set up an account for her, load it up with suitable games and books and she'll be all set.

But maybe he wants to share his content with his sister. I have a friend who has one of his Fires registered to my account and I've never had any problems.

That's true! (about wanting to share)
