What does deregistering the kindle actually do? Can anyone looking at it access my apps/Amazon info?

A deregistered Fire will have nothing on the device at all... none of your books, apps, information.

Just what the word says -- you're no longer registered to your account. Of course, no one can access your account unless they have your login. You don't specify which device, but if you're talking about a Fire, all your Amazon content is removed when you deregister it.

You can deregister your Kindle on the device or from MYK with different results.

Retired EE: What different results do you get?
