Kindle Fire HD 8.9" battery stopping charging

Kindle Fire HD 8.9" - Under some conditions (temperature below 59 F, 15C) battery stopping charging at 70%-80%. The battery icon at top right became white in 3-4 hours. I used Amazon Kindle PowerFast charger. It is battery problem or battery monitor failure. I tried 2 new devices (2nd received just yesterday, the 1st I use for 3 weeks) - both have same results. Repro steps: left device in a room with temperature below 59 F, wait for 2 hours and start charging. My concern is the battery.

It usually takes 3-4 business days for this sort of research, but in this case it's taking a little longer. I'm very sorry about this delay." I shoot down my KFHD 8.9" and waiting already for 5 days :(
So, Coleen, this is just useless. Meanwhile, I'm trying to investigate the problem. I'm afraid that poor designed battery can explode and start the fire.

Loge - You received two pages of answers on your two other threads in the Kindle Help forum the other day. The answer has not changed.

From the Fire users manual:
Operating temperature: 32°F to 95°F (0°C to 35°C).
Storage temperature: 14°F to 113°F (-10°C to 45°C).
