Removing ads from 2nd hand Kindle Fire HD or HDX

I am considering buying a 2nd hand Kindle Fire but note that some have a "special offers" feature that is chargeable to remove as the purchase price (new) was reduced. As the second owner of the device would I still have to pay to remove the feature & if so, how much as I would need to factor this in when buying.

and be careful purchasing a used one as stolen kindles are often offered for sale as used and if they've been reported to Amazon as stolen, you won't be able to register them at all
