Probably because the publisher/author desided not to enable loaning. Amazon has no say in this matter so take it up with the publisher/author.

You can always purchase the cheapest Kindle and loan it (with the books downloaded on it).

Also, remember: You *DIDN'T* buy the book. You bought a license to read the book on a device and/or app registered to your Amazon account. An e-book is NOT the same product as a paper book.

P.S. Hatchette Book Group doesn't allow lending of their e-titles. Sorry. You can contact them and request they change their policy.
