I have Dropbox on my Fire. How do I move a picture from Dropbox to the Pictures section of the Fire? I know how to do it using my computer with the USB attached but is there a way just using the Fire?

If I'm understanding your problem, try a file manager like-

ES File Explorer

GreyDay - To download photos from Dropbox to the Fire:

On your Fire:
Download a photo from the Cloud - OR - alternately transfer a photo via USB cable - http://amazon.com/USBtransfer
This will create an album.
Long press on the newly created album and name it.

Open your Dropbox app:
Press on a Photo and select 'Export'
Select 'Save to SD Card'
On the top of the next screen tap 'Up to Pictures'
You'll see your list of albums, including the newly created one
Tap the name of the album
Tap Export
Your photo will then appear in the new album in the Photos tab > Device on your Fire

You'll need to export each photo individually. For some reason you don't get the option to Export if you press on an entire album in your Dropbox app.
