No you can't make calls using a cellular phone network using the Kindle Fire. You can use Skype which is a software application using a method of making calls and having a video chat/conversation over the internet using VoIP (Voice over IP/Internet Protocol). Using video isn't required but possible. The Skype application comes standard on the Kindle Fire. The basic service is free but I believe there are some aspects/features which do require payment.

Some devices like the Galaxy Note (and others) are blurring the lines between phones and tablets (Fablets) and have functions of both (making calls and acting like a tablet).
