How can I use the kindle lending Library on my iPad Kindle App

You cannot. The proper name is the Kindle Owner's Lending Library and you must have a Kindle to use this benefit of Amazon Prime.

That being said, it may be true (other posters can confirm/correct) that if you borrow via KOLL using a Kindle device, you MAY (not certain) be able to read the borrowed book on an app registered to the same account as the Kindle device.

Nope. You can read it on other Kindles registered to the account, but not to apps.

One, you've neglected to mention which book you're looking for.
Two, this is a thread about the KINDLE OWNERS LENDING LIBRARY, which has nothing to do with people lending books to other people.
Three, Amazon is not the place to ask for people to lend you books.
