Can the "special offers" be disabled?

However, before spending the $15, you should make sure you are actually talking about special offers and not popup ads from some App you've purchased/downloaded.

Click on http://amazon.com/manageyourkindle. On the left side of the page click on Manage Your Devices. You can unsubscribe from the Special Offers in there. You will be charged the difference in price between your Special Offers Kindle and the Kindle without Special Offers. After unsubscribing, turn on wireless and Sync.

Price Differences for Different Models:
Basic Kindle and Paperwhite - $20
Kindle Fire - $15
