if you are out of the US, can you buy Kindle books (American books)?

Yes, the home location of your Kindle is the US so you'll still be able to buy books when abroad.

being in Belgium also means you have the choice of registereing to either amazon.fr or http://amazon.com. The book choice will be pretty much the same with over 2 million ebooks in English on amazon.fr (US, UK and other publishers)

I'm in France, but I chose amazon.com for 7 of the family's kindles and the 8th is registered to amazon.fr (subscriptions are cheaper that way)

I didn't have any problem registering mine to amazon.com and I just bought a Kindle Fire and did the same and it worked just fine.

Your profile says you live in the U.S. so you'll have to register to Amazon.com. It's based upon your country of residence, not on where you are traveling.
