A week ago Croatia entered EU. The occasion served as an excuse (and I stress *excuse*) for our insatiable treasury department to revise VAT rates, which included adding books (both dead tree kind and those more ethereal) into the highest bracket, 25% (e-books were previously not taxed at all and paper ones at lower rate).

Anyway, Aunty Ammy started collecting that right away. Together with "furriner surcharge" of $2, a $.99 book now costs me $3.74 ( (0.99 + 2) * 1.25) :o(

It would be interesting to know does Amazon actually contribute those 75 cents to Croatian treasury? If so, hats off! If not, why is it collected?

Yes the money collected goes to the Croatian Treasury. Just like sales tax that Amazon collects for the various states, it gets forwarded to the local governments.

Thanks, Bixillarla. This globalization is becoming scarry... :o)

Edit: It will be interesting to see will I be charged VAT on physical items next time I buy them from Ammy (I wasn't previously), and will our friendly customs critters try to collect it again when the package shows up.

This is curious: I just bought my first (non-free) Kindle book (Parable of the Sower, discounted in the USA to $3.99) after the changes described in the OP. The product page showed $7.49, consistent with $2 surcharge and 25% VAT. However, the order confirmation only shows $5,99 ($3.99 + $2) - no VAT (and it says "no tax collected")!

So, that would mean that Aunty Ammy is not collecting VAT for my big bad government after all, which would, presumably, imply that this is my responsibility... I have to investigate this a bit more.

That's odd. Set up a spreadsheet now to track your new purchases so that you don't have a mess at tax time. I have to track my purchases so that I can remit the taxe owed when I pay my income tax to my state. Only a very few of my purchases are taxed.

I have no idea if the following is relevant but it's interesting: here in Pennsylvania, when I'm buying physical goods, Amazon collects PA sales tax on taxable goods it sells me. But it does not do so on goods sold by third parties through Amazon, even those "fulfilled by Amazon."

Bixillarla says:
For 3rd party sellers Amazon is just the middle man collecting payment and in some cases the storage and shipper but they are not the seller. Even if Amazon has it in their warehouse the 3rd party is the seller.

The 3rd party seller does not have a physical prescence in your state so no tax is collected.

Amazon doesn't charge me tax for the ebooks I buy, only for physical goods.

PF says:
That's not true in PA. We have weird laws here. The fulfillment centers count as the point of sale:

Tax collection seems glitchy. Once in a while PA sales tax is collected on my Kindle books or MP3s even though our state doesn't have a tax on digital goods, but tangible goods coming from one of the marketplace sellers that should be taxed gets skipped.

@Dragi, Amazon hasn't completely hammered out the glitches for my regional taxes after 2 years. So it's quite possible that you might get VAT taken out at some future point.

Probably our incompetent taxcritters have not figured out how to *accept* that money directly from Amazon... :o(

Anyway, I am struggling with decision weather to be a good citizen or go Al Capone way and cheat on taxes. :o)

I bet that the form to fill next year will not have a rubric for this... I should copy order confirmation e-mails to a separate folder just in case, anyway - I am too lazy to maintain a spreadsheet as Pineapple suggests.

Amazon doesn't charge any taxes. Only the government can do that and they force Amazon to be the tax collector. It's not Amazon's choice. The dream of politicians is for you to spend 100% of your time either working to get money to pay taxes or spending your time doing your taxes. Disposable income and free time are both considered a loss by the government.
