I'm not sure what you mean by the character part. Maybe you mean the Xray feature.

In any case the two tablets are identical except in the way they communicate with Amazon. I have both and neither has any features the other doesn't have except for the 3G feature.

The paperwhite is an eInk Kindle not a tablet.

The Paperwhite does have the Main Characters and Synopsis thing, but I think you might have to be on wi-fi to see it. Not sure; my PW got left on the counter at home today, so I can't check.

The 3G only comes into play when you don't have wi-fi.

I have a Paperwhite, and yes, it has a dictionary. Actually, it has two (at least mine does, and I don't remember "adding" either of them); the Oxford Dictionary of English and The New Oxford American Dictionary. You can choose which to use as your default.

Yes, it has the X-Ray feature for reviewing characters in the book, provided the book supports X-Ray.

I have the 3G version, and I love it. It is great when I am somewhere and don't have Wi-Fi. It may not happen that often, but when you need it, it is sweet to have it.

Do you have to have the 3G version of the Paperwhite in order to have the dictionary and character description? Or does the Paprwhite ($119) version have both?

No, the wi-fi only has both.

Jason says:
The ONLY difference between the 3G and Wi-Fi only versions of the Paperwhite is the 3G connectivity.

- Wi-Fi: Can only connect to Wi-Fi wireless networks.

- 3G: Can connect to Wi-Fi wireless networks AND can connect via AT&T's 3G network.

Every other feature is the same.
