Deregister it from your account. She'll need to then reregister it to her own Amazon account.

if you want the device still connected to your account (any and all purchases you are then responsible for if made from her device) .... delete the app from the device

If the device you have for her is a PaperWhite with 3G, she would not need wi-fi at home - she would be able to buy and download books wherever she could get a cell phone signal.
