If you mean the KOLL (Amazon Prime), you can't - you have to use an actual Kindle.

If you mean your public library, you can, I just don't know how.

As Kessa said, you have to borrow KOLL books from an actual Kindle device. Your public Library, if they lend e-books, should be able to tell you how to borrow books on your iThing.

And further note that not only must you use a Kindle device (no apps) to borrow from the Kindle Owners Lending Library, you must also use one to read the book. You can't borrow with your Kindle and then read with your iPad.
