Each country has negotiations/agreements in place with every other country about what, how much, which kind, how often, for what price, and what taxes are applied to EVERY commodity in existence.

The DEAL Germany or Belize or Zimbabwe or Nicaragua or Xanadu makes with regard to the importation and taxing and/or surcharging of digital media is *individual* to each and every sovereign nation.

Because it's competing with the paper versions, and other ebooks, in that country. Prices are not based on just costs, but also competition. A book in your country is not competing with books in another country, they are competing with books in your country. So.. prices are created by the publisher in your country that holds the distribution rights in your country based on the competition in your country.
