if you are not connected to wifi whatsoever, are you still able to use xray or have words defined with the dictionary feature?

Just Peachy says:
Yes. You do not need to be connected to wifi to access the dictionary and x-ray. You do need wifi or 3G access to go directly to Wikipedia from a Kindle book.

C. S. Jones says:
If you are only downloading the book and transferring by USB cable there will be no x-ray information That is in a separate support file that is downloaded by a wireless connection (same a page numbers etc). If you do a wireless download and then move away from a wifi connection it would still work since the files are local to the device.

and you can get those files to download (ran an experiment to verify this) by going somewhere and doing a sync and the auxilary files will download for any book that has them

BTW - Not all books have X-ray so if you see it greyed out it's nothing to do with Wifi.
