It is up to the publisher. Also a series could have more than 1 publisher and 1 publisher may not have made their part of the series into ebooks yet while the other has.

Amazon has no control over which books are available on the Kindle, they cannot sell what is not provided to them.

I would contact the publisher and author and ask about it. Sometimes it is a oversight and a simple email inquiry will get the missing ebooks up.

It would be nice to know when a suggested book is part of a series, especially if the suggestion is for a book in the middle of a series. Number the installments, even if not all of them are available on Amazon would be very helpful.

I usually go to wikipedia or some other web site, and get the list of books in order in a series, copy and paste it into a .txt or Word document, and send it to my Kindle's email address. Then I have a ready reference for each author's books. Very handy, and only takes a minute.
