How does one reset to factory settings? Is this necessary to do before deregistering a device? Or is it necessary only when wanting to give the kindle away?

A. Dietz says:
On e-Ink Kindles: Menu / Settings / Menu again / Reset to factory defaults.

On Kindle Fire Models: Settings / Device / Reset to factory defaults.

Resetting to factory defaults will clear the content from the device AND deregister it, so no need to deregister it first. If you're keeping the device, just reregister it back to your account and you can download your content again.

In what circumstances would you want to do this?

Resetting back to factory defaults should be the LAST thing you try when having trouble with a device. It should not be used for a WiFi problem, because if you can't connect to WiFi now, you won't be able to register again if you reset to factory.

Have you tried a hard reboot? If not, then press and hold the power button for 30 seconds, then lay the Kindle down and allow it a few minutes to reboot. Also, does your WiFi show up in the WiFi list on the device? If not make sure it's not in Airplane Mode, if it is, turn that off and try again.

Have you cycled your WiFi router on and off, if not do so. Further, have you taken the device to a public WiFi spot (restaurant, library, coffee shop, etc) and tried to connect there, if not do so, that will let you know for certain if the issue is the device or your WiFi.
