In many cases it's the lead guitarist who is not the singer. But a case might be made that often the lead guitarist is as much the front man as the singer is. Assuming the front man/woman is the lead singer my favorites are:

Ritchie Blackmore of Deep Puprle, Rainbow and Blackmore's Night.
Robin Trower (case in point, in Procol Harum it's an easy pick, but in his band "Robin Trower" is he the front man since he rarely sings - yes in recent years he has sung lead - or is the front man the late James Dewar or one of his successors?

Gene Clark, during the years he was with the Byrds (1964-66).

But he sure dominated the original songs that were written by the band during that time.
