Need title of mystery set in Nazi-occupied Europe

Does this sound familiar to anyone? It's a murder mystery in a Nazi-occupied country, where the local police detective has no choice but to deal with the Nazi-allied government in order to perform his investigation. I may have the details slightly wrong, but I think that's it.

J. Robert Janes writes a series set in occupied France in which the local Surete officer, Jean-Louis St. Cyr, has to work under the supervision of Hermann Kohler of the Gestapo. Is that it?
