It doesn't have to even be the gun manufacterers....this could be really about 3rd party gun shops who have the information.

I would also argue that the FEDERAL CONSTITUTION should in no way shape for form apply to ANYBODY yelling in crowded movie houses (if it's a federal offense...we have a serious problem)...or with firearms manufactured wholely within a state, sold within the same state, and possessed within the same state....
