Last 10 years is tough. I love Natalie's voice from the Dixie Chicks. Alison Krauss and Martina McBride still sound great and in the last 10 years have done some good work. On the younger side I like Adele's and Christina Perri's voices.
Grace Potter has a great rock voice too

Kirsty MacColl is probably my #1 favorite. Though she died in late 2000, I didn't really get to discover her until I bought the 'Galore' compilation and 'Tropical Brainstorm' a year-and-a-half later.

Kate Bush would be a close 2nd -- 'Aerial' and '50 Words for Snow' are two of my favorite albums of the past decade, and dipping into her past work has been thrilling as well (especially 'The Dreaming' and 'Hounds of Love').

Yes, I loved that TU album, Gena. BTW, sorry about the spelling errors--my "smart phone" autocorrected Kirsty to Kristy (sigh). But I did mispell Tracey and also got the song title wrong, i.e. s/h/b "They Don't Know." I always try to get these details straight before I post, but on this occasion I posted on the run and was therefore sloppy! :(
