Title for a 1980s book

Book possibly early 80s. Setting was in a castle type of building. The H was the king or head of the castle. The h was a servant. I remember the H did not like his brothers servant girlfriend so he pulled her into his room and checked that she was a virgin, this girl then hanged herself in the castle stairway. His brother was mad. The h was accused of stealing jewelry. She denied it. The H said she could admit that she stole the jewelry or would receive 15 lashes of the whip. She refused. She was taken out into the whipping area and I remember the man who would administer the lashes didn't want to but she told him it was ok. The H turns away and cant watch after so many. Then i think he got to 11 and the lasher refused to give anymore. The h is taken to the houses outside the castle and is extremely sick and almost dies. She ends up meeting the H again, I think he says he is sorry for the lashes.
I think I can't forget the book because of the 15 lashes of the whip. I would like to read it again to see if it is anything like I remember it. If you can help I would appreciate it. Thanks

in his hand. The crowd was silent. No one moved or made so much as a murmur.

Cymbra braced herself as best she could. Above all, she did not want to appear a coward, no matter
how terrified she felt. Pride was involved but so too was the need to spare Wolf as much as she possibly
could.

Bile rose in the back of her throat. She said a final prayer that it would be over soon and squeezed her
eyes shut.

Olaf raised his arm. Still-powerful muscles flexed. Face taut with concentration, he flicked the whip
through the air. It fell inches short of Cymbra's back. A ripple ran through the crowd, not of
disappointment or anger but rather of sympathy, as though man and woman alike understood his

He wiped his brow, inhaled deeply, and took a measured step forward. Again the whip darted. This

Incredibly, insanely, the thought occurred to her that at this rate her punishment would take all night.

"Enough," Wolf said, his voice low and guttural, wrenched from the very depths of his being.

Olaf gave a shuddering sigh of relief that was picked up by the crowd and let his arm fall.

I was thinking it was Secret Fire by Johanna Lindsay, but the part about the servant girl suicide isn't in that book and I'm assuming the book is set in England (or Wales or Scotland) right?

What about The Wolf and the Dove by Woodiwiss?

When she was strapped to the pole the guy had to tear her dress down the back and she was ashamed. The h also had long hair and after a few lashes some of it came down the whip pulled her hair so he had to stop and tuck her hair. After she passed out the guy giving the lashes looked at the window with disgust and threw the whip down and said he was through. I believe the audience was quiet after the first few lashes.

Even men who had been publicly whipped acquired an unrecorded look, as though they were being tried by the continuous blows of an unseen adversary. If they survived, they wore an unwilling set of features, they became old without reward, generally dying young.

Then what would it do to her? In a sudden agony he again felt compelled to turn away. Remorse invaded him. His eyes scanned the scene below him as he saw that it was blessedly over. Jack Spade dragged his whip through the air for the last time, then hurled it angrily into space and ran off down the narrow wind which led to the Servants' Hall. Thomas knew he would be drunk within the hour..."

This passage sounds like it. I'm going to have to buy this book to see. The earlier summary of This Other Eden did not sound correct.
The only part that doesn't sound right is the comments that the H thinks. During the whipping I remember we were hearing her thoughts, how she didn't know if she could stand it, etc.
Someone did hide the jewelry but I thought it was another servant. I can't remember why. Sorry.

Ok, this is definitely Hearts Aflame (Viking Haardrad Family Book 2) by Johannan Lindsey

The h is a Norse woman, Kristen, who stowed away on her brother, Selig's, ship because he and his friends were going 'Viking. When they reach Sussex (I think) and go ashore to raid a monestary (spell?) Royce's (the H) soliders ambush them.

Kristen hears the fighting and grabs her sword and comes to the battle late. She sees a man (Royce's cousin, can't remember the name) stab Selig. She thinks Selig is dead.

Kristen and the rest of the Vikings are captured and Royce says he is going to kill them. Several years back his fiancee was killed by Vikings. But the cousin (who killed Selig) says put them to work on the protective wall they are building around the keep.

Kristen wraps her hair and pretends to be a boy but the other Vikings forget and they protect her. It causes a scuffle and Royce orders "the boy" whipped. They tie her to the post and proceed. Her binding cloth for her bosom falls out of her tunic (because it has been cut away from her).

Royce was at the window looking out when the scuffle happened and he couldn't get down there fast enough to stop one of the Vikings from whacking the guard who was after Kristen.

This is a series called the Haardrad Family.
Book 1 is Kristen's mom and dad (Brianna and Garrick)
Fires of Winter (Viking Haardrad Family Book 1)
