There is but it is barely alive. When spamming was at its height, Amazon created the MOA (Meet the Author) forum and several of the sub genre forums got buried. Readers could not find them. Here is a way: on amazon's home page, instead of a book title in the search area, type "historical romance forum" and a link will show up. As I said, it is not very active, although, I check every day.

I read all from medieval, viking, time travel, Georgian, Regency, Victorian and lately also Western Romance. I believe the most modern time I read was Home by Morning, set time-wise at the end of WWI. There is a sequel now which was elaborately set up but I have the feeling it deal with memory loss of hero and as he is married in book one and the teaser of the sequel eludes to a new heroine, I have the feeling I might not like it. I will likely wait for some reviews and make up my mind then.
I used to read a lot of Catherine Gaskin and Barbara Taylor-Bradford but I am not sure if those are considered romances.

Not much I won't read for historical romances, but my favorites seems to be Regencies, and Americana, particularly non-Western Americana. Lately I seem to be reading a lot of WWII and just post WWII fiction (very wrapped up in Lillian Harry's Burracombe books at the moment), though it's more general historical fiction and women's fiction. Romance writers haven't latched on to that era much yet.
