I love these stories, too. Whitney, My Love (not the re-write) was my all time favorite until Outlander. Jamie wasn't being playful with Claire - she had endangered herself, Jamie, and his men - but I wouldn't label it as abusive by any means, and I positively melt at the way he tries to make her understand that what he did was a norm for that time period. If you like Whitney, try also Kingdom of Dreams. It's a prequel to Whitney.

I've read lots where spanking is threatened, but never followed through on (IIRC several of the Immortal After Dark books have the hero grumbling about arranging for her to sit uncomfortably for several days) or where one starts out as punishment and disappointedly morphs into the erotic kind. I'm anxious to hear new suggestions to Marsha's request.

Try Evangeline Anderson's books - a lot of them having what you are looking for - Punishing Tabitha; A Spanking for Valentine, etc. She is a really good author, too.

Edited to add: Maggie Casper's earlier books might interest you - her later ones lean towards more BDSM, but the earlier ones were just spanking - Teaching Elena; California Cowboy; Hayden's Hellion, etc.
