I know of one book written some years ago Life During Wartime
by Lucius Sheppard. I read it some years ago around the time of the conflicts in El Salvador and Nicuagra (mid 80's). It was impressive and complex from what I remember. A very rich mixture of military tech and Latin American sorcery. Sheppard's first novel was GREEN EYESGreen Eyes although the setting was New Orleans and voudon magic and ritual were involved. This isn't cyberpunk, but a time-line/time travel story that has a Latin American component.
Pastwatch: The Redemption of Christopher Columbus by Orson Scott Card (author of "Enders Game")

It's a time in the future when our ecosystem has been destroyed, and they trace it back to really starting with Columbus, the effects of slavery and the destruction of the Latin American's native population by the Europeans. The historians have a device that can look at events in the past, and are trying to figure out what exactly happened. I don't want to say more or it will give away too much. I really enjoyed the book when I read it many years ago.
