what type of combat? if it's swords and crap like that.. well Dark Souls I finished the witcher 2... and all the time I was playing it I was like.. man dark souls gameplay is so much better

I don't think there is such thing as a game with the single best combat system. I mean, do both third person shooters and fighting games have combat?

I guess it depends on what you mean by combat system.

I guess for the FPS genre, I would probably pick the original Crysis. For Fighting, my favorite fighting game is definitely Ultimate Marvel Vs. Capcom, considering that's probably my favorite fighting game (although I haven't played the second game). Third Person action game, I'd pick Vanquish. For the genre Bayonetta falls into, Bayonetta.

Arkham Asylum has the best melee combat I have ever seen. It's fluid, varied, brutal, and fun.

I like games that let you control your allies' AI - Front Mission 4 (a little gem on the PS2) and the original Dragon Age come to mind. You could really cascade the awesomeness there.

As far as combat systems you control in an active sense, I liked the original Soul Calibur's system. Whoever thought of "neutral guard" is a genius. Big fan of the Deus Ex series' "play however you like" approach, too.

I fondly remember playing Front Mission 4 a few years ago almost ritually with a glass of wine for a month every day after work. It was a strange time in my life.

Warhammer 40,000 Dawn of War II [Download] It feels more like an action RPG, which makes it the most fun RTS I've ever played. No buildings and limited units with a variety of abilities is more fun than it should be.
The Legend of Dragoon You can take as long as you want to choose an attack, and then you have to have skill to actually pull it off. Shadow Hearts is similar in that respect, but relies more on just timing rather than full QTE's like Legend of Dragoon.
BlazBlue: Continuum Shift EXTEND - standard edition Best controls of any fighting game I've ever played, and it feels balanced enough.
I also played a fun MMO shoot 'em up RPG hybrid a while back that had fun combat, but I can't remember what it was called.

#1: MegaTen Online. I liked the rock-paper-scissors type combat and having a demon to back you up. I also liked the demons and the demon recruitment system, but that's not combat.
