I have a question as well. Is PS+ for PS3 and Vita one and the same, or would I have to pay once for the console and again for the Vita?

Same for both. The rentals are free so long as you are a paid subscriber.

First question.
Monthly offerings last only the month they were released in. Games like the ones offered in the Instant Collection are permanent.

Pay once, get both services.
