If you activate a PS+ membership on a PS3, then you automatically have it on the Vita as well (and vice-versa). It's tied to your SEN account, not a piece of hardware.

Yes. Yes it is.

And both pieces of hardware are tied to the same account, which is why you only need to activate it on one for the benefits on both.
