Is it wrong to leave them on empty tables at the cafe and watch people think they found a free gift card?

I would ignore it if I see it. Thinking there's no balance on it. Rather, put a Starbucks gift card with $5 on the table. No one has touched it for minutes, you grab it, bought a drink with it and people would think, "I should've got that card, didn't know it has balance on it!"
