no, you will need the adapter for the wireless controllers. only regular wired xbox controllers work without an adapter.

so yes, you can, but not with just a play and charge cable.

edit: just do what i did, buy a dedicated xbox (wired) controller for your PC and be good to go.

The play and charge just sends power to the controller, not signals to and fro. You'll need a wired controller to play on PC. I think you need to download a mod to use it on some games.
