Book title help!

This was modern, fairly recent YA book..What I most remember is that the mysterious guy lead (love interest) in the book dresses in period clothes (victorian or early 20th cent).

I THINK he was an earthbound spirit guiding the female lead in some new found power she has? And he was maybe part of a group.

Could it be Lament? The guy is sent to dispose of the female lead b/c she's a threat to the current fairy queen. (But of course he turns into protector) She's developing the ability to see things that are Fey, and drawing those things to herself. I don't remember if he really dressed period or not; but he was 'from' victorian times. Music is a large part of the storyline.

The only one I've read that *might* fit that description is A NEAR WITCH by Victoria Schwab.
