is the full version of windows 7 pro 64bit best to utilize 32 Gb ram?

Yes. The 32 bit version is limited to just under 4gb. (You can hypothetically get around that with PAE, but it seems to cause more problems then it solves.)

Yes 32 bit will only read 3.4 gig 64 bit up to 198 gig

Yes, a 64 bit version is needed to fully address the 32 GB of RAM Memory. Pro/Home/Ult is a question of features. Personally, I recommend Pro.
