Can I download onto my Kindle when I am on vacation through another WiFi??

As long as their country of residence was the same, it shouldn't matter (for books). My husband can buy books in Kuwait as if he were in the US, because he is on a US based account.

Did you connect to wireless and sync? Nothing can get into your Kindle unless you do that.

My account shows that download was charged to my account but it is not on my Kindle, What did I do wrong????

Absolutely. The wifi connection just gets you connected to the internet. It isn't used to identify you. That's done through the registered Kindle device or app.
