David, if your new Fire is registered to your account that hold the books, as soon as you turned the WiFi on, your books would show up on the Carousel. Then you can tap the ones you want to download. You may need to Sync.

Is your new Fire connected to a wifi network? Have you tried syncing (Settings->Sync)? Are you seeing your books on the Carousel, or in Books->Cloud? If you're connected but aren't seeing your books, try rebooting. Press and hold the power button in for 20-30 seconds, release, then press power once again to restart.
