The book is divided in 5 parts: Doctrinal overview (Part I), Massive retaliation period (Part II, 1954 to 1960), Flexible response period (Part III, 1961 to 1968), Realistic deterrence period (Part IV, 1969 to 1982), and From SDI to the collapse of Communism (Part V, 1983 to 1991).
In the first part, the authors summarized development of the U.S. and Soviet strategic doctrine from 1945 to 1990. Whilst the U.S. Cold War doctrines are widely known, as they were discussed in contemporary press and available to public; the Soviet counterparts were less well defined and not generally known at that time.
In the second part, the authors focus on the Soviet view of U.S. policy, both declared and real. Understandably, the propaganda line differed significantly from the real perception. The real Soviet view of the USA during the period of massive retaliation (JF Dulles, 12Jan1954) was that USA was militarily superior and relatively invulnerable, only development of ICBMs made the USA relatively vulnerable to Soviet retaliatory strike. During the period of Limited war doctrine (JF Dulles, October 1957), the real Soviet view was that USA had to change the doctrine under pressure of increased Soviet power due to ICBMs; and wants to avoid nuclear conflict and loses credibility by failing to respond to Soviet provocations. First RS McNamara's doctrine of flexible response (16June1962) was viewed by the Soviets as growing ability of the USA to suppress new communist regimes, and expansion of its options to deal with conflicts locally. The doctrine change was perceived as reaction to growing Soviet power.

I actually read this for a Master's class where I was privileged to be instructed by Dr. J. Lockwood himself. It was the best work I read for the class (already got my grade, so I'm not just playing lip-service to this book) and it's a book I've saved for reference in the future. This work is unique because it not only explores what the Russians did and why they did them, but it examines in-depth how the Russians' views and beliefs on US strategy--their perceptions of how US policymakers thought and interpretations what various US actions meant--affected Soviet postures. This is a very valid study and one that goes beyond a simple exploration of what Russia did and why they did it. It truly drills into the motivations at the heart of Soviet thought during the Cold War. It's an interesting read and one I'd recommend, even if Dr. Lockwood hadn't been my professor.

Recent events in the world, namely the ballistic missile defense interceptors being placed in Poland and the Russian response, have restated a vital need for understanding the Russian threat. Dr. Lockwood's treatise on Russian Military strategy fills a vital niche in today's post-Cold War environment. The drain on U.S. military resources and public opinion waning with the ongoing Global War on Terror has given the Russian Federation ample opportunity to increase their standing in global politics.

This book was written for policymakers and students of intelligence and political science in mind; that being said, any American with an interest in national security should read this text. Anti-Ballistic Missile defense is still a hot topic within the American political system, while the Russians have had a "working" ABM system since the 1960s, and continue to update their system against American ICBMs.

If you're curious to the foundation of the politics that President-elect Obama must face concerning ABM, Russia, Poland and the U.S., read Dr. Lockwood's book. The Russian Bear is not going away any time soon...
