No doubt the people of France were sent into a tizzy when the popular Nickelodeon animated characters descended on them in "Rugrats in Paris: The Movie." And with Flower Twirl Angelica, not only is turnabout fair play, it's what she does best, as this 9-inch-tall plastic doll with the upswept hairdo and pink, satiny flower-girl (that is, flower-"twirl") dress ably demonstrates. Pulling downward (not outward) on the string tucked under her formal wear causes Angelica to rotate her upper body a full three revolutions.
