You'll need to connect your Kindle to Wi-Fi to register it, Barbara. I recommend taking it into town with you and finding a McDonalds, or a café, or coffee shop that has free Wi-Fi.

You used to be able to register Kindle devices by adding the Device Serial Number into the "Manage Your Devices" section of the Manage Your Kindle page. This process was changed sometime last year, and now a Wi-Fi connection is needed to register Kindle devices.
