How loud/noisy is your Xbox One when it's on but idle? When my system is on but idle (not playing a game or app) I can hear it. It's certainly not an overwhelmingly loud sound (and it's absolutely no where near as loud as my 360) but I'm definitely aware that it's making a sound. It's a room tone hum/PC hard drive/lightly spinning sound (but it's coming from the system, not the fan). I can hear it from about 10 feet away. Is that normal? What does your Xbox One sound like?
Does it have Smart Fan Control and temperature control. If it does then it should run quiet when not under a load. I don't have an Xbox One I have a Xbox 360 but if I underclock my CPU or set it up to ECO mode on my PC then the system and CPU Fan run really quiet but opposite happens when I overclock it, then it runs really loud to maintain low CPU temperature. The cooler the system runs the longer it will last you so I would pick Louder vs Hot.
Only have my xbox one as reference but it is silent almost all the time. Only time i hear it is when a disc game is booting up and soon after goes silent. I sit about 6-7 feet away and can only hear it when im right up on it and its barely loud than. My PS4 on the other hand is a freight train
Both my Playstation 4 and Xbox One sound almost the same, and both are what I'd consider pretty quiet. You can hear them, but they're not like how the Xbox 360 is when running a game from disc. Both are quieter even under load than my Wii U is when it's running a game.
