Do I need a service contract to get internet access?

No. All iPads have wifi. So if you are happy to access the Internet only when you have wifi e.g. Home, McDonalds, Starbucks, etc. Then you don't need a contract. If you want to be able to use it anywhere, then you need to get one of the models that has a cellular connection and then you will need a contract
