This stroller was lent to me by a family member who's children have outgrown it so luckily, I have not had to spend any money to purchase it. If I were to have purchased it however, I would not have paid more than 400 dollars for it at the absolute most. When my first child was born I purchased a full sized stroller (Peg Perego Uno), so I feel like I had another stroller to compare the Phil&Ted's general functionality with.
While the stacked seats are a wonderful concept, this stroller has some serious flaws that could be greatly improved. First, I must say that while I fully expect a double stroller to be heavy, this is is something else entirely. The weight combined with the fact that the stroller folds into an incredibly awkward shape makes it extraordinarily difficult to lift and load/unload into any vehichle. Additionally, as other reviewers have already mentioned, this stroller is not intuitive. Closing it up and looking for the grommets to snap it shut is rediculous. I didn't even know that this could be done until I searched the users manual for this very reason. Fastening the stroller shut shouldn't be that difficult quite honestly. Secondly, I must say that when using the stroller in the infant+toddler mode (seat attached on top, stroller seat reclined all the way), it is incredibly difficult/almost impossible to get the baby in and out. A simple zipper would have made the world of difference as it would have allowed for a larger openening and therefore made it easier to slide or manoeuvre the baby in and out of the bassinett-like compartment. Right now, this mode is next to useless as you cannot tend to the infant should he or she start to cry. Taking the toddler out of the top seat is not an option either as it leaves you have no hands free to tend to your infant. Finally, I have to mention that like some other reviewers, I too found the stroller to be difficult to steer. You need to have a firm grasp with both hands. (I suppose this may have something to do with the amount of weight that it's carrying) All in all this stroller does offer the many benefits of not having to push around a traditional tandem stroller. Unfortunately however, the design leaves a lot to be desired and as it currently stands, I dread using it for the reasons I mentioned above. It simply isn't comfortable or the least bit enjoyable.
