I previously had a Nextbook and was able to download e-books from my public library with my membership, can I do this with my Samsung Galaxy Tab?

I don't know about downloading e-books from your public library but the Samsung Galaxy Tab has a Kindle app and you can download many books. I hope this helps. :)

Yes. I can get some, not all, data on my extended memory card. I can not install apps on the extended memory.

I have not done so, but understand you can. It wouldn't download via Kindle or Kobo. Just check with your library to see what app you will need. It will probably be something like Adobe Reader. I was advised by Samsung that you can't save ebooks to the external memory chip.
