I'm using this product outside US and it works. I think you may be confusing Mobile Network frequency with wireless frequency. Most wireless devices work with 2.4Ghz frequency. Some of the newer ones will also work with 5Ghz (all around the globe).
The frequencies are all standardised since its 802.11. However, I do recommend you consider other WiFi products than this TP-LINK - its really poorly made product, and I strongly recommend NOT to buy this product. Until today, its just not working, needing frequent reset.
