Must the tv be removed from the bracket to access the wiring panel to add or remove cables?

No, there is a lot of room to get to the connectors. Just tilt it up and move it to the side where your cable are connected. I had no problems with four HDMI, One Optical and the power cord.

No, Just adjust the angle of the tv and you have plenty of room for the back panel

No, you don't need to remove the tv. When you extend the bracket there is more then enough room for you to remove or add cables. I'm very happy with this purchase. Hope this will help.

No it doesnt.
While its mounted you have access to all your ports.

No, the bracket extends out significantly from the wall giving you lots of room to access the panel.

Not sure what you mean by "wiring panel" but all access to accessory cables is easily accomplished without removing the TV from the bracket.
