Very good software for a laughable $20,

So far nothing to complain, bought as a laptop alternative to my normally used Photoshop/LightRoom/PhaseOne/NIK packages run on desctop. Runs on 64-bit Win7 w/o a hitch. Fast, very intuitive user interface.
No program is perfect, there will be always someone complaining on the web. Realistically, for over 50% this will be more than enough to get started w/o a steep learning curve. You can also get free or paid (Topaz Lab, NIK) plugins that essentially bring the PS functionality w/o getting involved with Adobe CC long term issues.
Donload the demo and give it a try. I've tried dozens of photoeditors and based on the combination of features, ease of use, low demand for computer resources/speed and price this one sits very close to the top.

Does this software have the capability to take a digital image and turn into a cartoon image?

Not sure what level of cartoonness you desire (MS Word and PPoint have some filters as well as multitude of free programs). The easiest way would be to download a trial or just buy it for $13. It's been on sale for about 2 weeks

Thanks for your timely reply. I just decided to go with adobe photo shop here on amazon. I read the reviews and am finally ready to take the big plunge. I have been wanting Adobe photo shop forever. It was priced well at Amazon with free shipping!

Not sure what flavor of the PS you have gotten but for conversion to cartoons I strongly recommend the Topaz Labs "Simplify" plugin http://www.topazlabs.com/simplify/. It has a range of pre-sets that can be fine tuned using several sliders. My personal preferences are very low values ~10% retaining natural look and adding some subtle "punch". High values will give very flat cartoon look

You have been so helpful. I went to the site you suggested and think I will download the free trial. I have already bought adobe photo shop elements 11. I like to get illustated books for my niece and nephew (twins) and insert their faces on the drawings. Been thinking of doing a comic book for them with their faces looking like them but in cartoon art. But I know what you mean about the punched in look. That way it actually looks like part of the whole picture not just laying on there flat. I will get the adobe photo shop this Saturday. I already know it does cartoon effects. I hope it will have that punched in effect available for real pictures and cartoons . Again thanks.
