This is the NOT the unlocked iphone 4s,

The model sent was NOT MD237LL/A, and locked to AT&T.
Please take note, as there is some confusion.
If you want an unlocked iphone, look for one that is explicitly described as such.

If you buy one from anywhere else, regardless of what you are told, you will be getting a phone that is locked to a single network, and there's nothing you can do to fix it. Verizon may work with you under certain terms, but that's if you're lucky.
When they say "unlocked," they mean partially unlocked so that you can use non-US (i.e., foreign) SIM cards in the phone if you travel. When you're in the US, you are locked to the network of the mobile service provider that sold you the phone.
Go to the apple.com website to buy one contract free, and you will see this information provided at the bottom of the page after you skip the option to get it from any of the service scammers.

This actually isn't correct. You can unlock iphones (and other phones) that were originally locked to specific carries (AT&T) for example. You can either use services to unlock them (for a fee) or most providers (AT&T included) will unlock the phone after meeting certain requirements. Once the phone is unlocked, it can be used on any compatible carrier. I am currently using an unlocked "AT&T" iPhone 4s on MetroPCS (in the US) with no problem whatsoever.
